ICLEI - Local Governments for Sustainability
ICLEI—Local Governments for Sustainability is an international association of local governments and national and regional local government organizations that have made a commitment to sustainable development. More than 700 cities, towns, counties, and their associations worldwide comprise ICLEI’s growing membership. ICLEI works with these and hundreds of other local governments through international performance-based, results-oriented campaigns and programs.
We provide technical consulting, training, and information services to build capacity, share knowledge, and support local government in the implementation of sustainable development at the local level. Our basic premise is that locally designed initiatives can provide an effective and cost-efficient way to achieve local, national, and global sustainability objectives.
ICLEI was founded in 1990 as the International Council for Local Environmental Initiatives. The council was established when more than 200 local governments from 43 countries convened at our inaugural conference, the World Congress of Local Governments for a Sustainable Future, at the United Nations in New York.
EPA Community Energy Challenge EPA challenges all New England communities to save money and reduce air pollution by assessing their energy use, taking action to improve energy efficiency, and seeking out renewable energy choices. EPA provides technical assistance to every community that joins the Challenge.
How will EPA help?
EPA New England will:
- Provide Cool Monadnock communities with training on ENERGY STAR’s Portfolio Manager building energy assessment tool for schools, municipal buildings and wastewater treatment facilities.
- Offer follow-up technical support to all participating communities – and the student interns - in the program.
- Recognize community achievements under the Challenge through both national and regional ENERGY STAR awards programs.
- Encourage members of our extensive partner network, including non-profits such as the Jordan Institute, regional utilities, and energy service and product providers, to help Challenge participants implement their energy efficiency plans.
The New Hampshire Community Energy Project is a project devoted to the objective distribution and sharing of information. Germinated during a series of statewide sessions for local energy committees, this idea began to take form during meetings as discussion focused on how to keep everyone informed. The decision to pursue this effort arose from the first meeting of the Rockingham/Strafford Energy Committee Alliance. This grassroots effort reflects the belief that this issue can and will be solved from the ground up.
The New Hampshire Carbon Challenge
The New Hampshire Carbon Challenge TM (NHCC) is a University of New Hampshire(UNH) initiative committed to providing NH residents and communities with the information, tools and support necessary for NH households to reduce their residential carbon dioxide emissions by 10,000 pounds per year.
An increasing number of NH towns and organizations are developing Community Carbon ChallengeTM programs as a stand-alone program or as the residential outreach program of their LEC. The Community Carbon Challenges are focused on providing members and residents with the support necessary to reduce their residential carbon dioxide emissions by 10,000 pounds per year. Some of the services the NHCC offers our participating communities* are:
- On-line Carbon EstimatorTM (our action oriented carbon calculator)
- Printable carbon reduction energy saving tips
- Printable handouts and posters
- Links to our partner organizations and their related resources
- “Action Packs” at cost (upcoming service)
- Access to NHCC speaker’s bureau
- Inclusion of Community name in the pull-down box on the on-line “Carbon EstimatorTM” to facilitate participant signup and quarterly reports of community participation
- Visual progress mapping via GIS tools (upcoming service)
- Planning resources such as the “Community Carbon Challenge Organizers Guide” (upcoming service)
- Public presentations by NHCC staff
- Facilitated planning sessions

Monadnock Conservancy
The Monadnock Conservancy is a regional land trust whose purposes are to identify, promote, and actively seek protection of lands with natural, aesthetic and historic significance in the Monadnock Region; and to monitor and enforce the protection of lands in the Trust. The Conservancy has a history of protecting working and wild forestlands and farmlands, and is concerned about the effects of climate change on the natural resources of our region. As a result, the Conservancy is actively working to understand carbon storage in the northeastern forests to determine how strategic land conservation could help offset the effects of climate change.
